After the TIM Fee Program was adopted on August 22, 2006, five minor updates were performed from 2007-2011. The following table is a summary of the Board adopted Resolutions pertaining to the TIM Fee Program through 2012.

This resolution required the annual review of the TIM Fee Program and directed staff to return to the Board with a recommendation to adjust the TIM fees, based upon changes in the cost of construction or other costs. The annual reviews are considered "minor" updates. Resolutions 265-2006 and 266-2006 created the 20-Year TIM Fee Program. |

Approved increasing TIM fees by 14.16%, based on inflation of construction costs during the preceding year. The inflation index used was the Caltrans Price Index for selected California construction items. |

This action added 1,200 units in Zone 8, 600 units in Zone 2, and 400 units in Zone 3. The total 2,200 units represented approximately 10% of the total housing forecast in the TIM Fee Program. |

The remaining $97.7M was allocated to reduce fees as follows:
a. Zone 8 Local Fee: $32.9M reduction (resulting in fee reductions between approximately 11% and 12%, depending on the land use category);
b. Zones 1–7 Local Fee: $34.9M reduction (resulting in fee reductions between approximately 12.5% and 13.5%);
c. Zone 8 Highway 50 Component: $12.7M reduction (resulting in fee reductions between approximately 17% and 21%);
d. Zones 1-7 Highway 50 component: $17.3M reduction (resulting in fee reductions between approximately 15% and 22%). |

Notes:
- All 2004 General Plan Traffic Impact Mitigation Fee Program fees for residential projects shall be paid at the building permit stage. The fees charged will be the fees in effect on the date a completed application is accepted by the Development
Services Department’s Building Services.
- No fee shall be required for remodeling of existing residential units pursuant to County Code Chapter 12.32.030.B. However, the fee may be due to bring a residential unit up to the applicable building code specifications if the unit was initially built without the approval of and inspection by the building department.
- The fees other than residential shall be based on the projected use of structures, as determined by plans submitted for building permits, and paid prior to the issuance of a building permit. Pursuant to the terms of Board of Supervisors Policy B-3 for fee
deferral, some projects may be eligible to defer payment of the fee until issuance of the certificate of occupancy, or may elect to pay a portion of the fee over a five-year period.
- Mobile homes on permanent foundations shall be subject to the single-family residential fee.
- Second dwelling as defined under County Code Chapter 17.15.020 shall be subject to the multi-family fee.
- A gas pump (defined) is a customer service location with a fuel delivery device containing fuel dispensing hose(s), which may or may not be located on an island or other raised platform.
- At the discretion of the Director of Transportation, an applicant required to pay a fee calculated on the basis of the above schedule may receive a full or partial waiver of the fee or may receive credits against future fee obligations, and/or future reimbursements for any road improvement expenditures in excess of applicants fee obligation, if the Director of Transportation certifies that the applicant has constructed improvements included in the 2004 General Plan Traffic Impact Mitigation Fee Program through other funding mechanisms.
- Refunds will be made payable to the current owner(s) or whomever they legally designate.
