The Measure S Citizens' Oversight Committee is committed to ensuring transparency and accountability in the use of Measure S funds, the Transient Occupancy Tax (TOT) increase the voters approved in 2022 for the sole purpose of removing snow and maintaining existing roads in the unincorporated portion of the Tahoe Area of the County. As stewards of taxpayer dollars, their role is to review revenue and expenditures, ensuring that funds are allocated as intended.

The report, found below, provides an overview of the revenue generated by Measure S since its inception on January 1, 2023 thru June 30, 2024 and how those funds have been utilized to support snow removal operations and road maintenance.

A special meeting is being held on January 29, 2025 to discuss utilizing a portion of Measure S funds for snow removal staff salaries as well as review a committee report. The proposed agenda, consent minutes and powerpoint are available below.

The second Citizens' Oversight Committee meeting was held on October 23, 2024 at 10 am. The meeting reviewed the agenda and powerpoint below. Meeting minutes are attached below for reference as well.

A special meeting was held on July 17, 2024 to discuss subcommittee's and the Fallen Leaf Road Project. Meeting minutes below.

The first meeting of 2024 was held on May 1, 2024 at the California Conservation Corps in South Lake Tahoe. The meeting reviewed the attached agenda and PowerPoint. Meeting minutes and recording available below.

First annual report to the Board of Supervisors was reviewed and approved on January 23, 2024.

On October 18, 2023 at 10 am the second bi-annual meeting was held and was open to the public. The agenda and items reviewed and discussed are included below.

On April 10, 2023, at the California Conservation Corps in South Lake Tahoe, an emergency meeting was held to discuss the Pioneer Trail Rehabilitation and Surface Treatment project slated to utilize TOT Discretionary and TOT Measure S funds during the 2023/24 construction season.
