Travel Demand Model
A Travel Demand Model (sometimes referred to as a Traffic Demand Model) is a tool for analyzing the impacts of development on the transportation system. The current TDM was developed in the CUBE/Voyager platform, now owned by Bentley, using 2010 Census data and updated socioeconomic data from several sources including information from the Sacramento Area Council of Governments (SACOG). The model has a forecast horizon year of 2040.
The current TDM was updated by Kimley-Horn and Associates as part of the 2020 Major Update to the Traffic Impact Fee Program. This update brought the TDM base line year to 2018. Several peer reviews were completed by DKS Associates. Subsequently, Fehr & Peers further revised the TDM to include a tool for estimating Vehicle Miles Traveled (VMT) in order to analyze development projects' impacts under CEQA and SB 743 (learn more about VMT and SB 743 here).
The TDM is an essential tool for implementing the General Plan goals and policies, updating the Zoning Ordinance, planning of new roadways for the Capital Improvement Program (CIP), and updating Traffic Impact Fees. The TDM will help guide the County through the next twenty years of land use planning. The model will be not only be used by the County but also by private consultants and public agencies. The County intends to keep the model current, updating it as needed to incorporate new, approved development projects.
Work is currently underway to update the base year for the TDM to 2022, with a forecast horizon of 2045. This work will be completed along with the next Major Update to the Traffic Impact Fee Program in late 2024.
